OTHER FORMS OF CONTEMPLATED INCENTIVES

  • As regards item 2-4-6435 called “Fund for jobs aimed at energy and water saving, the production of energy from renewable sources and curbing sources of pollution", for the 2012 financial period, an allotment of € 300,000.00 is expected for financing:


    a) the incentives indicated by article 2, sub-section 1, of the Delegated Decree no. 128 dated 21 September 2009;


    b) the further costs and expenses aimed at jobs relating to energy and water saving and the production of energy from renewable sources, as per Law no. 72 dated 7 May 2008 and related implementing delegated decrees.


  • Item 1-8-4315 has also been established: “Fund for the support of advanced training for young graduates and diploma holders in the private sector (article 25 bis Law Decree no.156/2011)”, with an initial allotment of € 250,000.00 – an amount if necessary to be implemented with the availability of the Social Services Fund and following an agreement with the Fund itself – to finance, in conjunction with companies, the advanced training of young graduates and diploma holders abroad, having the characteristics required by article 25 bis, sub-section1, of Law Decree no. 156 dated 5 October 2011. With regard to this item, the State contributes to the costs sustained, and properly documented, up to a maximum amount of 50%.



    Such advanced training funds are at the disposal of companies which intend favouring the advanced training abroad of their employees, in the economic sectors indicated in sub-section four below. These contributions are allotted in favour of employers who file an application but are assigned to individual workers.
    The Executive Committee for Labour and Training shall be responsible, in accordance with article 4 of Law no. 131 dated 29 September 2005 for identifying, on a yearly basis, the economic sectors to which advanced training funds can be allotted, for examining applications and eligibility for contributions, for making sure the training course is actually followed and for revoking contributions in the cases indicated by the regulations at the sub-section below.



    On 16 April 2012, by Delegated Decree no. 36, the State Congress passed the training voucher regulation indicating the economic sectors for which training contributions can be requested and the procedures for filing applications on the part of companies, the definition of the general criteria for the granting of contributions, the natures of the accepted courses, the procedures for checking the correct fulfilment of the obligations undertaken by the beneficiary of the funds and cases of repayment of contributions granted by the State.

    - With the coming into effect of delegated decree no. 114 dated 6 August 2012, San Marino operators involved in the transport of goods and people, excavation drilling, earth moving, etc. are entitled to a 20 cents/litre tax reduction on petrol and diesel fuelused to run vehicles.
    The above reduction is made by means of the acknowledgment of a tax credit to be used to offset other payments due for Tax Office levies or by means of a refund of the amount.
    To obtain this benefit, such operators must present a specific statement to the Tax Office showing a summary of the fuel purchases made, signed by the owner or legal representative of the company. This statement represents a refund application and must be presented by 31 August and 28 February of each year for all purchases made during the previous six months.
